cyberia is carbon negative by removing more than it emits, on its own territory, not by offsets bought elsewhere.

transport

no petrol or diesel vehicles on estate roads and paths — combustion transport stops at the estate boundary

internal movement: electric vehicles, e-bikes, bicycles, walking; charging drawn from the estate's own solar/hydro generation, not diesel genset

exception: construction and heavy-lift machinery without an electric equivalent on the market, for the duration of a specific build only, permitted with 48-hour prior notice to residents within 100 m — the same notice threshold air policy sets for controlled burns

no idling: any combustion vehicle or machine on an exception above shuts its engine when not actively working

combustion and smoke

no vehicle, generator or machine within estate boundaries may vent exhaust or particulate smoke into occupied or residential zones; the air policy open-burning and cooking-fire rules apply on top of this, not instead of it

diesel generators are backup only, tested monthly for no more than 15 minutes, never as primary power

removal side

every Plot builds soil carbon under soil policy rather than depleting it — soil building is counted as removal, not merely as a separate obligation

biochar production from estate organic waste is the primary removal pathway; retort/kiln operation follows the air policy smoke-free secondary-combustion requirement

forest and canopy cover on the estate is not reduced by construction beyond what Annex C's footprint limits already allow

measurement

annual accounting: estate-wide emissions (fuel purchased for the exceptions above, backup generator hours) against estimated removal (biochar tonnage, soil carbon trend from periodic testing under soil policy) — published the same way light policy, sound policy and soil policy figures are, once a full year of data exists

until that first annual account exists, the transport and combustion rules above are the binding standard; the negative-carbon claim is the target the measurement will confirm, not yet a certified fact

enforcement

Same as soil policy: first instance — remediation (a combustion vehicle brought back into compliance, or removed from the estate). Second instance — lease review under hak sewa deed Part 16.
